5029 - Student Bullying
In order to promote a safe and civil educational environment, the service unit prohibits students from engaging in bullying behavior while participating in any ESU 4 program. Without limiting any definition of bullying under any state or federal law or regulation, bullying behavior is defined by this policy as the use of verbal, nonverbal, written, and electronic communication (including but not limited to instant messaging, text messaging, e-mailing, and using websites) to threaten, intimidate, ridicule, humiliate, or harass any person.
Students who engage in bullying behavior while they are participating in any ESU 4 program will face consequences up to and including cancellation of the contract through which the student attends the program. ESU 4 will report all bullying incidents to the student's resident school district. The resident district may take action pursuant to it's student discipline policies and a resident district's refusal to take such action may be the basis for cancellation of the contract through which a student attends an ESU 4 program.
